Yes, that is a Spartan model. Yes, it will be replaced by a real Centurion model.
Credits go to Bungie for the mesh and (I think) the texture, icemember for converting and rigging it, and [BP] Sarge H for exporting the model (from Halo 3, I presume ) and releasing it to the Bungie community.
