THIS IS WERE YOU ARE WRONG!.
Both the Konkurs and the ***** (Called AT-4 'Spigot' in here) ATGM's really did had their ordnance moving slower than you might have expected from a 'normal' missile. This was mostly due to the build but also to make it more easy to control by the crew. Speed was no that essential since ATGM's were deployed to counter actual tank assaults and most MBT's aren't that fast to evade.
