Keeping texture mods separate is better, I had this problem with several of the COP mods I uploaded where people want light versions for lesser machines.
either do what @nashathedog said ( which is a little difficult to realize , by isolating mystery files from your game ) , or just release two version lite (for low PCs ) & full version for he rest , which is the best alternative i guess ..cause mods are not easily said like lego ..

What about some option (a'la cheat menu under Esc->F2) to pass the time?
Graphical stuff - do as you want, CS have best optimization from all Stalker games anyway.
