MiniMod creating a Grant All Minor Titles decision for Elder Kings. Primary difference is that this grants the Court Spy/Assassin minor title to a courtier if an eligible one is available; which the current release of EK does not. Otherwise functions similar to the included auto-distributor; except as a decision.
