The correct directory to place all the files is in cstrike_hd folder.
To get the correct folder right click Counter-Strike in your steam, click properties, then 'BROWSE LOCAL FILES'. Inside will be the cstrike_hd folder.
Put all the mod files inside the cstrike_hd folder (models, gfx, sound, these files etc - EVERYTHING IN cstrike).
When you do that, boot up CS 1.6 and check the box for 'Enable HD models if available'
It should work now.
