And you know, there is a game called Operation Flashpoint: Resistance. It's an old game from 2002, but it's very good. There's a mod for it, russian mod, called RCWC. You can take many many units, tanks etc from there.

hi! i am the campaing dev, Yes, we cannot create more than 55 factions so we replace the oldest ones with current countries, but in the Empire total war map there may be many more countries than 55 so I use the rebels who are non-factions but we can change the flags and colors and troops to your liking, like a normal faction, only with the difference that they will not move around the map, they do not recruit troops and they do not have dimplomacy with anyone, perfect to use them with small countries, not very relevant and that can become independent throughout the campaign, but all the countries at the beginning of the campaign are factions
