Hello Special Class Investigator, the world is filled with horrible monsters and creatures of the night. They are known as ghouls! Of course we have to stop them so what do we do? We fight! And what do we do when some of them survive? We send them to prison! Recently the rates of captured Ghouls has been on the increase and as such we now require new facilities to hold these vermin. You, thanks to your skills, have been chosen to build one of these facilities!
