QUESTION: ?? How should this Vehicle be Crewed?
Lore :
Crew : Commander, Gunner, Driver
Traverse: 5 degrees
Elevation: -3Dregrees to +12 Degrees
"BUT"
The table top and Imperial Armor Books have that Gun Not able to move.
So My Question is, Ether Make the Driver Also the Gunner (keeping the model as is)
Or
Redoing the Gun/Front Plate Section to have some kind of Turret to allow this Movement of the Gun?
It Seems to be No-Brainer - Change the Gun and Front Plate to make "some Kind of Turret"

I'd go with "some kind of turret" since you will have troube aiming as driver I think.
The stormblade only has a small amount of traverse and elevation. The driver will usually turn the whole vehicle to get a lock on a selected target. The slight bit of play in the weapon just allows for a bit more accuracy.
So giving the main gun just a tiny bit of movement should do it.
You could crew it as a normal tank. Commander, gunner and driver.

You stated that it has 5 degrees of traverse and some degrees of elevation, then said it is unable to move. That seems a bit funky.
The MODEL as it is BUILT would not let the GUN MOVE..
The LORE Spec of the Tank Destroyer states :
Traverse: 5 degrees
Elevation: -3Dregrees to +12 Degrees
Table top Models are not meant to have moving guns ..

I went back to the Model .. and Added a SMALL "Ball" to act as the Peace for turret with out wrecking the look of the gun...
It might work, the new peace did not change the Look of the Barrel/gun, but dose give me some kind of thought as to how to make the Barrel move with out making it look silly
