This seems to do little or nothing, yet all those files are there for something, but what?,

I play Sins of a Solar Empire Rebellion 1,8.2 WITH ALL DLC, non steam, & can not get E4X to run without crashing at the activation. what am I missing. or just doing wrong?. can someone please help?. "WARNING" Newbie on board! "THANKX IN ADVANCE!!"

I have modded some simcity & citiesxxl games but This is my first time trying sins. I have Sins of a Solar Empire Rebellion 1.0.1.0 and every is working except the Developer Exe, it claims it needs an fmod.dll. some one please explain what and why. thank you!
