Accuracy is dependent on the state of the units stamina basically if the unit is exhausted from running across the map and when you get them on line their accuracy is severely impacted. It also reflects that a lot of overshooting took place. Accuracy is also impacted by range basically a standard line infantry unit has 170 range so the distance also plays a role in the units accuracy.
