I don't really know, exactly, how to change voices or add them to C&C Generals, but Googling these things is usually a good way to find 'em out. Also, check Zero Hour Modding sites, always some good advice there. Oh, and one more thing, there many sound editors and technicians scattered throughout ModDB, asking them your questions is a good idea as well.

It's usually done by INI file or BIG file.
But for C&C3 it will be XML file (it's like XHTML.) :D
XML will be used in the future for INI.
