step 1. add shortcut of gbr.exe in desktop
step 2. right click the "gbr.exe" (the shortcut) and choose Properties
step 3. At the "Target:" from which "D:\Program Files\Haemimont Games\Imperium III - Great Battles of Rome\gbr.exe" (depends on your gbr location) add this line at the end "-xres1600 -yres900" without the quotation mark. So it will end up like this

exmple: "D:\Program Files\Haemimont Games\Imperium III - Great Battles of Rome\gbr.exe" -xres1600 -yres900
Note:
= You can change the resolution by editing the -xres???? -yres???
= (if i recall you cannot see the difference in the main menu but INGAME)
= By adding the resolution via target, This would allow you to choose resolution you made in the Options/Settings resolution.
