How do you open the file once you download it im not sure how to extract it into the battlezone 2 folder

Hi I'm having troubles with installing 4.8.0.0 to my steam version I have managed to download it I have no previous versions of this mod in my new steam version of company of heroes. I cannot install the mod because it says it needs to select a program for it to install what program do I use to install the installer
