The only way I got it to work with Kanker is to just use guns on him- no melee or unarmed attacks at all is how I got him to drop the flyer.

This is the "clan weakness" of the Giovanni and is very intentional in the game, in addition to that weakness it is harder for the Giovanni to form or repair good relations with other characters (or so I heard).
Each clan as a weakness to make the game more fun- like the Nagaraja always needing to eat raw human flesh, or the masquerade violations of the Lasombra (although I would not recommend playing one right now because this one is bugged).
