if you install it like any other mod (put the mod file into the mods folder in your FoC directory)
The go to steam and right click on empire at war gold, go to properties and then on the general tab (should be the first one) go to set launch options and put in "swfoc MODPATH=Mods\" then after the slash put the name of the mod folder you want to use.
so at the moment i have the republic at war mod so i have "swfoc MODPATH=Mods\Republic_At_War"
That for me gets it working, but after like 5 seconds into a skirmish match it just crashes :L
