Au Contraire, level design (done properly) requires some pretty thorough understanding of UE4 and computer rendering.
There's also tonnes of stuff to consider in scenes, like background SMs, special lighting zones, areas/objects that draw your attention.
Not going to lie i had no idea about Anny of that until I started my current project, but I consider it essential now :P
To get an awesome scene like this you just need to turn off a setting in ambient fog. I think it's inherit colour or something. Then drag fog intensity up a bit and you get this pretty colour scheme.
