I see. I do intend on making the patch modular, although the Merger programme, which will be crucial for the modularity, has certain functions broken. And the author, GreenTrafficLight, currently is busy with something else.
If updating the mirror here is becoming a burden, let me know.

If you want to put your skin mod on the new slots, you will need localisation.PAK, SkinDataTable-***.PAK and AdditionalSkinSlots.PAK.
Put the textures and whatnot into f22a/12 (Skin 13).
You need to make new regular and decal instances for that folder.
You can try taking an existing one and renaming them, but it's a 50/50. It may work, it may not.
In that case, you will need to cook new instances on UE4.
