Go to their profile and look at there fiends list to the right to the right of the word "Friends" there is a tab that says (become friends) just click that ;)

Ok try this remove the Garrison Script do this :
Open the file,
M2TW/mods/Third_Age/data/world/maps/campaign/imperial_campaign/campaign_script.txt
Find the line that says
;#################### Garrison Script Version 1.3 #####################
Remove everything below it until you find the line that says
;########################### MONEY SCRIPT ##############################
Save the file and you're done!
Try playing another fraction other than Isengard and see if Rohan does the same thing, if so then that has something to do with the script and its NOT advisable to mess with...
There is nothing really that can be done other than to attack Rohan and hit them hard and fast before they get to strong...
