I have a question in the original M2TW cities can grow and expand do cities do this as well because i play as Isenguard and fangorn doesnt grow at all

I have an issue I have a castle and a constable but when I try to buy troops from him, i can buy them but the game crashes the next time i go to the party page any advice?
