Ah, That file is supposed to be use with D2SE, I thought you are using one, I suggest you give it a try, it's a fantastic tools for playing mods!
And about patch_d2.mpq if you decide to use D2SE, you can grab it in CORES folder if not then try Resurgence launcher, it'll download the original patch_d2.mpq as a backup file, just rename the file and you're done.

There is an easy way, In D2SE folder, copy 1.13c core folder and paste it in your MODS folder then replace patch_d2.mpq with the one from this mod and now the last step, open D2SE_SETUP.ini and change ModName to Resurgence. Done.
