i have coh 2.602 but still i have a problem with the version 1.7 of this mod.whenever i play as the axis or allies they can't capture territory.the population remains zero.and i can't make engineers or pioneers from the HQ.it says that population limit has been reached but it shows 0 population.what is wrong?
