If you are using the MOW: Vietnam Editor for Condemned Heroes (which is how you use the editor in CH) you have to activate the mod through the Vietnam folder in "My Documents" and not the Condemned Heroes.
I guess copying the options.set from the Condemned Heroes profile to Vietnam profiles would sort your issue.
