"What is the difference here, compared to CoC?" – Skyboxes with presets and a strong fog. Also requires more RAM. There is no precise list of changes.
"What kind of weather cycles are added?" –I can not answer, but there are certain differences (I played very little time with the original weather 1.4.22).

The addon was not created by me. I received it yesterday from third parties. I decided to send it to the public. I do not know the author.
