Yea, this game will most likely have monthly payments.

There -MIGHT- be a single player and/or non monthly payment component to the game....but thats questionable at this point.

Yes the game is still alive
The dev team is working hard right. The lead dev just posted a little while ago on the official forums saying that an end of year overview is soon to come.
