I think the empire age is a good bet for getting a lot of hands. There should be a good number of cities around, not to mention the capital city. You can also trade for hands, if you have an excess of gold.

Yeah, I don't mind the price, really. I mean, Dominions 3 was at least twice that, so €25 seems cheap in comparison. I do mind the 1€=1$ bs, though.
