Yes & No, you can use the old animations but CS:GO has changed so much that the old animations are very broken and glitchy. You can try to use them but i'm just saying that they are not worth it

The Server files are needed to host community servers with the mods like if you want to host a official counter-strike: oldschool offensive server you can host it with those files

They have made a mod to let the game feel like 1.6
