If you are unable to download the .exe installer file, it is likely because of security restrictions you have in place on your computer. This is most often the case if you are using Microsoft Internet Explorer for your web browser, or if you have unusually high security settings in Microsoft Windows. I recommend Firefox, an excellent open source and standards-compliant web browser. You can also look for more information regarding these security settings and find out how to allow the downloading of executable files.

The client installer is needed if you wish to play Empires on your computer. The server installer is not needed for most people, only download it if you are planning to host a server. Note that for either one, you need to have the Orange Box Source SDK content in order for the server or client to run properly. Also, most computers are not capable of running a stable server, let alone running a server and client at the same time.
