AI using a subsystem!

Description
Here is a screenshot that I took this evening of an AI Nebula class ship using a subsystem on it's own! Out of the blue! I haven't even been tinkering with the AI!
Now to make it so the conditions for them to randomly use any of the subsystems are always present so they build a Starbase sensor array straight away and a Nebula subsystem as soon as the ship leaves spacedock!
I wonder how we can do that?
