Not sure if it helps but i use the ship spawn function at the bottom of the ship creation menu. I then spawn some ships for a specific race (eg: Narn) and then do it again but spawn the next group of ships as enemy or foe (i can't remember which it is). Provided they are close enough they should engage each other. hope this helped.
