It's so strange, for me it the original CoP folder doesn't have the gamedata-folder. Doing the same procedure in the CoC mod gamedata-folder only unpacks maps/levels.

Have you looked into recruiting to the team? It is a massive undertaking to port all this and spreading the workload might ease things up a bit.
