I had the same problem, check in errordump.txt if the last loaded library was user32.dll. If it was, the problem probably is your cleo..
I installed the new Cleo 4, and everything worked perfectly. The crappy sounds of the dialing were turned into good sounds, and i could use the stargate without the crash you just described
first of all, where are you and what are you doing when the game crashes?
i'm no sure, but this is when the SA limit adjuster isn't installed properly or something. Are you sure you installed it exactly like in the readme?
can you post your errordump.txt? it is located in the main folder of GTA san andreas. That'll give more information for us
well, the new files were indeed added by SAMI, but the old ones weren't deleted, and that caused some problems with soldier textures and with the hatak
my problems came from the cleo version. The sound effects of the gate were crappy, couldn't dial and game crash when i entered area 69. solved it all with installing the new cleo 4, and by deleting the old fam1-3.dff and fam1-3.txd files (those were still in gta3.img :S)
hmmm, i finally figured it out... First of all, the replacement of FAM1-3.dff and FAM1-3.txd by SAMI doesn't work in gta3.img, I think because of the capital letters. You'll get a mix up of FAM#.dff files, so delete all and add those files manually. cleo was also failing, so I installed cleo 4, and after that I didn't have any problems at all, I can dial out now, and everything works! Great work guys, the mod is awesome. i hope this post helped some other people with similar problems
I seriously havve no idea...
everything of the mod on SA works, but everytime the dialing fails and results in this error and a shutdown of SA and i hate it. I really want to see what you guys made of the SGC, but that impossible now.

If I try to dial any location at the gate at the rebel base, GTA shuts down after the first (sometimes the fourth) chevron has been set. Very annoying!. I also get a EXCEPTION ACCESS VIOLATION error in cleo.asi, but what the hell that means? I have installed it on a clean SA.
Please help me out, because now I can't explore the rest of the mod
