Quick question, if I have the Extended cut DLC installed, can I start a new ME3 Shepard? Or does it have to be an already existing save?

Question, do I HAVE to play a shep that has access to the Cerberus HQ mission, or can I start a new ME3 game and still use the MEHEM?
