In regedit you must only delete the files I have instructed you to delete, and take extreme care with accidental deletes of other files. This is a relatively common issue, the imposter rom uploader caused loads of peoples games to automatically remove ROM if not from the workshop. The fix I figured out is to go to( on startup ) Go to search/type regedit/ The creative assembly / launcher /325610 / mods/ and delete that whole folder. If you havent already, before doing this go to the steam workshop and unsubscribe from all mods, and remove them from you attila data folder. ( do this before the steps I told you) This should completely remove the steam rom from your pc and fix the issue.

If somehow this problem persists you will have to wipe attila from your pc - First, delete total war attila from steam. Then delete it from your c drive by. program files x86/steam/steam apps/ common/ total war attila. once again go to regedit, creative assembly, and remove the total war attila files. Then finally, go to run, type %appdata% and find the creative assembly folder in that location, enter it and delete total war attila
Just wanted to post this solution I found here, it seems to be common and it would probably be good if someone posted it somewhere
