Actually the new mothership (The Pride of Hiigara) doesn't have 500 000 people in it.
That is because the new mothership is combat oriented (in a fleet role, it still doesn't have big guns :P), while the old one was a colony ship.
But, seeing as its a "combat" ship, it would still make sense that it would have the quarters for crew (and it doesn't make sense to house anyone other that fighter and utility ship personnel anywhere else than their own ship). Ah well, that's how the modders made it :)

Try taking on a Bounty Hunter Cruiser in a Stiletto VHF. -_- Their missile turrets one hit you and the other turrets actually do realistic capital damage.
Enter the Connecticut system via the jumphole jumphole right by Fort Bush in the Manhattan System.
Inside the system you can see the speck of a jumpgate left of the minefield (minefield to the right). It takes a bit of manual navigation to reach it and its VERY far, but that jumpgate leads to the Alaska system. Only watch out, there are Nomads there (I found that out in a lvl 3 ship, was busy with the campaign -_-)
