Is Rise of Mordor going to switch to Total War: Warhammer?
Let me give you a short and clear answer first: no.
We preferred to wait some time before giving an official statement. In this time we checked how the situation around Warhammer has developed. All in all we came to the conclusion that Total War: Warhammers modability will be restricted to database editing at least for the first months after launch. In addition it is unclear in which scope we will be able to edit unit models, animations and battle maps later and if we will ever be able to customize greater parts of the campaign map.
These facts and unanswered questions led us to the decision that we are going to remain on the Total War: Attila platform. It seems that no significant new features will be implemented in the Assembly Kit for Total War: Warhammer and even the fact that Total War: Warhammer offers us dwarves and and flying beasts doesn't really help us. Warhammer and Lord of the Rings are two different fantasy universes. Dwarves in Middle-earth just don't look like dwarves in Warhammer and the same point applies for trolls. We will have trouble with dwarven / troll skeletons either way.
Lastly I want to point out that Rise of Mordor for Total War: Warhammer would infringe the strict Terms of Use which are tied to the Warhammer modding software. Please don't challenge this argument. Official members of the Creative Assembly stated insistently that Third Party IPs won't be allowed for Total War: Warhammer and that Terms of Use infringing mods will be shut down immediately. They havn't directly mentioned Rise of Mordor yet but there are obvious hints that we are adressed indirectly.
