hi, i was wondering, i cant make my asteroid starbase buildable on a new planet, what do i do? can you help please?

i am making my own mod, and my starbase for the hutts will work in GC, but only on a planet i start with if i capture a planet, i cant build a starbase on it, i can build ground bases, but not the starbase, i was wonderiung why this is, or what lines of code i need to look for, also, how do you limit the number of starbases per planet?
