That's the file in which gives you the description of the units, and their names when you select there icon in a War Factory, Airfield, a Dozer's buildings ETC. It is found in your data file, if you already have v5 or v6 of Reborn, replace the one you got with the Russian one with one of those.
um do you remember What it was called like the file name? sorry im not really good at this type of stuff hehe.. so like im in data wat file folder (INI scripts audio and English?) and im in the v5 data folder

Did you download the big version? If so then you need FinalBig.
Generals STR is either in the Data folder(Not the others) or in the English folder.
