No, If you buy a game from steam it will never be DRM-free, but you can get it DRM-free from their website (Using HumbleWidget) :)

I dont think that he would work on it for a long time and then just say "**** it" and abandon the mod, i just think that he is either working on it or doesn't have the time for developing the mod right now

This mod is for Half-Life 2 but it looks like there are stuff from Half-Life 2:episode 2 in the mod.
