It is best to use the "Post Jobs" section for this, you can find it at the top of the Moddb page, on the right side. This way much more people see your ad, specially those that are looking for a (unpaid) job.
Concept artist will probably not be a problem, level designers maybem but modelers, from those are not that many around that are willing to work on other people there mod. At least that was my personal experience 2 years ago when i made my last big mod. But, you can always try.
