create a folder in Steam Directory\Star Wars Empire at War\corruption\Mods called HRMod and drop the data folder in the zip file into the HRMod folder and run the game with the paramters MODPATH=Mods\HRMod, for example my file path looks like: E:\SteamGames\steamapps\common\Star Wars Empire at War\corruption\Mods\HRMod

It's hard to make a GOG version of HR when we don't have it but hopefully we look into it sometime in the future
