Found the problem. They're set to show up on row 1 in the Space Build tab. Which, if you have everything unlocked, is full. So a little bit of XML editing, I moved them to row 0 which has a little more space.

Having the same issue. Reinstalled the mod and game as is said by the dev, but nada.
