Just 4 years later:

-Create a mod folder

-Add the name of your mod folder into the Game.ini... Search = <folder name>

-Create a folder with the name <units> (put it into your mod folder)

-Create another folder with the name <mechanical> (put it into your units folder)

-Put the skins (dxt files) in there and it should work.
