I had a problem like this too. It occoured when an emission did not have a starting mission message, dealt no damage and did not end with a mission complete message. So when I loaded into a file, there was an ongoing lethal-stage emission with no safezones. I bypassed the error by loading the closest save I had and when the emission arrived I popped a zombie drug.
