You installed it on GTA IV 1.0.7.0 ? You removed savegames ?

Too bad it should have worked. Make sure you have patch 1.0.7.0 installed. If you already have it, try reinstalling the mod, if it's still don't work, reinstall GTA IV too.

They are located in My Documents/Rockstar Games/GTA IV/savegames

Yes, it's textures from the XBOX Version not PC/PS2 ones. Also with specular and normal maps so that's why it look awesome. :)
