I honestly thought it was some kind of Troika-developed quest that did not make it into vanilla.
All in all, the mod is truly great. The only real problem was me bugging Tung's quest, since I've gotten the photo from Milligan's apartment before receiving the email. From what I understand it's a known problem, which I've discovered way too late.
