Copy Medieval2.exe
Paste it
rename the copy to "kingdoms.exe"
restore the launch path to its original path (using kingdoms)
launch from the AUI.bat.

Other ideas:
Are you using Windows 10?
You sure you're installing to C:/Program Files(x86)/Steam/Steamapps/Common/Medieval 2/mods/Hyrule ? Not /mods/hyrule/hyrule?
Launching from the aui.bat file (the icon created for the desktop)
Do other mods work still?
Have you tried deleting 3.8 and trying again?

I know this sounds stupid, but did you remove ALL the files from your previous version of HTW? As in uninstall "Install Hyrule Total War" and the variations on its patches, THEN delete the remaining content in your /mods/Hyrule folder?

You'll wanna use this as well, so you can open it with the launcher.
