Just discovering this. Looks awesome. Can I install it if I already installed the UOP?

I get that this is suppose to alter the influence system, but is there a page,forum, or a description somewhere that goes into a little more detail about how and to what degree it does this exactly? I haven't played the game in many years, but I recall complaints about the vanilla system, so I am interested. Thank You
