having the same trouble i have 23 million when min costs 5 million to increase and its not letting me upgrade

Im currently having trouble with the pop cap. Currently i have it at 300 trying to get the increase to 500 which it states that it costs 5,000,000 RU's I currently have 23,000,000 and it states that i still dont have enough can you please help me.

it says that there is a currupted file when i try to download it
