the startpos dosent show up as an ESF file says its just a RAR , what do i do bro?

man ive so badly wanted to play as my own country ireland on total war! but how do i unpack the file man? im new to all this . now i know where to put the file no problem but when i want to open it it says "open with" what do i open it with lol or do i just place the downloaded file as it is where you described??? thanks man want this so badly haha
