For the assyrian kingdom, it would be more historical if we split into 2 parts : the northern kingdom "Assyria" with all of the northern duchies, and the south with all of the southern duchies, "Mesopotamia" =)

For the babylonian/persian/assyrian/elamite empire you should split it:
->Babylonian empire
->Persian empire
->Assyrian empire
->Elamite empire

The neo-Babylonian empire and the Persian empire coexists from 550 Before the Christ to 539 Before the Christ.

Maybe you should change the colors of the lower and upper kingdoms of egypt to see the differences in the map?

Also you should change the communist flag of japan to the flag used by the communist party of Japan which looks like this : I.imgur.com
For Russia here are my suggestions :
->Communist : New Soviet Union (I don't know how to say it in russian) political party : Kommunisticheskaya Partiya Rossiyskoy Federatsii or KPRF)
-> Democracy : Russian Federation (Party : Demokraticheskaya Partiya Rossii or DPR)
-> Monrachy : Tsardom of Russia (Party : Monarchist Party)
-> Absolute Monarchy : Imperial Tsardom of Russia (Party : Monarchist Party, another)
-> Nationalist : People's Nation of Russia (Political Party : People's National Party or NNP in russian) For the nationalist flag, the background should be green I think.

For France, here are my suggestions :
->Communist : République Française Révolutionnaire ou Union des Communes des France (in reference to the french commune of Paris after the Franco-Prussian War) (for the political party, it should be the PCF or Parti Communist Français)
->Democracy : France (Political party : les Républicains or Parti Socialiste)
->Monarchy : France (it's a constitutionnal monarchy right? If so you should change the flag for the tricolour with the fleur de lys coat of arms inside it for example, Political party : Alliance Royale)
->Absolute Monarchy : Royaume de France(can you change the color of country when they changed government? if yes, the absolute monarchy should be white, political party : Parti Royaliste Français, but not sure for this one)
->Nationalist : Etat Français (polical Party : Front National

For the flags of pharaonic egypt, what about to add the crown of lower egypt as the flag of lower egypt, the crown of upper egypt as the flag of upper egypt, and the double crown of egypt as the empire flag of egypt?
Edit : Haven't really figured the flags of the two Egypt, my bad!

For the chinese monarchy what about to add a dragon instead? For indian monarchy, what about the name "Hindustan" with the Hindustani symbol from EU4? Lastly, you should use the communist flag of Japan for communist Japan =)

What about to inspire from the fascist flag in the vanilla game?
